Is the phrasing correct?

A former Kowloon West anti-triad sergeant was sentenced to 23 years and 10 months on Wednesday after he was busted providing some 24 kg of “ice” seized by police to a female dealer in 2020.

Is the part in bold correctly phrased?

Thanks.

The phrasing is correct but not complete.

The word sentence when ued as a verb becomes legal, and the legal verdict should be unambiguous by all means.

It should be: … sentenced to 23 years and 10 monrhs of imprisonment/simple imprisonment/rigorous imprisonment/exile/banishment, etc.

I fully agree, Lawrence. You have to mention what punishment he was given. If you leave the sentence as it is, it only gives you information that he was sentenced and tells the reader nothing more.
