Ever —> At any time.
Basically, he’s saying ”Do you get sore throats?”
The Man doesn’t answer this question. He only answers “Does your throat hurt?”
The Doctor may be asking this question since CHIPS, the Man, is actually a Robot. Every human being would probably answer this question “Yes, my throat has been sore.”

I believe both sentences are present tense.
