Shouldn’t it be “Is she going to reveal who the royal racist was” instead?

Yes it should.

I also prefer “racist royal” instead of “royal racist”.
Opinions or insubstantial modifiers should precede factual.

Yes, the syntax is incorrect for the reason that there cannot be two questions in a single sentence. So, it should be corrected as you suggest, @Kohyoongliat.
