Is said to be -- Without a subject?

Hey there,

In the title of an article I’ve read the following…
“is said to be”

so my question is, can the previous clause without a subject be grammatically correct? If yes, what structure is it?

The phrase ‘is said to be’ is grammatically correct but it doesn’t make any sense if it stands alone.
