why it’s not “payment has been received” or “was received”?

As for your question, you are right, grammatically speaking ‘the payment has been received’ is much better than ‘the payment is received’.
So, either the author is not aware of this fact or they want to shorten the message as much as possible. Do you happen to know who created the message in question?
