Is 'necessitates' an appropriate synonym for 'needs'?

Hi teachers,
Would ‘necessitates’ be an appropriate synonym for ‘needs’?
Maybe he [color=blue]needs his laptop today.
Maybe he [color=blue]necessitates his laptop today.

‘Necessitates’ means to make something that is necessary happen. It doesn’t mean ‘needs’ as you have used it in your second sentence unless you use it with the passive.

(1) If you wish to travel to another country, this necessities applying for a passport.

(2) If you wish to travel to another country, a passport needs to be applied for.
