Both of your sentences are in the passive voice.
The first sentence is possible, but not usual. I would say the more commonly used version would be this:
In the active voice, that sentence might be worded like this:
Your second sentence is not correct.

I agree with Amy and if you want to use the sentence as it is I think it should be explaining so the sentence would be like this:
I have been explaining a new rule
The second one is incorrect and should be put in the passive voice just like what Amy said and it would be like this:
A new rule has been explained to me

#1 “you have explained a new rule” ==>> in the present perfect tense
or
#2 " you have been explaining a new rule for two hours" ==>> in the present perfect continuous tense
