I don’t think it is necessary. Even the one (Oxford) after ‘beach’ may be avoided as its absence poses no confusion.
The extensive complex includes, among other things, a shopping center, an artificial beach and six berths for yachts.
The way I learned it is that the last comma in a list is omitted, unless the last item is lengthy or causes confusion. Your sentence is neither lengthy or confusing, so I would omit the last comma.
In the following sentence I’d leave the comma in.
The sprawling development consists of amenities including a mall, a man-made beach, and six yacht berths capable of berthing yachts up to thirty meters in length.
