The usual preposition would be ‘in’. Whether the investment is foreign or domestic does not actually make any difference. The preposition ‘in’ can be used with either one.
I’d say a possible use of ‘into’ would be directly connected with the choice of (other) words used in the sentence. For example, if the sentence included a word such as ‘flow’ in the sentence, I would use ‘into’ rather than ‘in’ this way:
The preposition ‘into’ suggests movement, as does the word ‘flow’. In contrast, the words ‘foreign’ and ‘domestic’ are adjectives that basically only describe the point of origin.
