in the last four years or in the past four years

Hi, everyone!
There is a sentence goes “In the last four years, the heart of the city (Dijon) has really changed.” As I have learned the phrase “in the past ** years” before, I am confused whether “last” or “past” or both of the two words can be used here. Could you guys help me? Thank you!

Both words can be used there, and with no difference in meaning.
