in connection with vs in relation to (in law)

Hi everybody,
I wonder whether there is any difference between the above-mentioned phrases in legal language when we refer to connection between some provisions of law. I mean context like:

“The court changed legal qualification of the deed to deed under article 13 § 1 of the penal code in relation to/in connection with article 286 § 1 of the penal code.”

Are both of these correct? Is either more natural/frequent in legal language?

Regardless of whether it is legal English or not, I would suggest that when you are referring to a law or a regulation, the expression ‘in relation to’ sounds more acceptable.
