If you intend using ‘the quality of personnel’ within the scenario of friends and acquaintances, the phrase is ‘off’ a little. The term ‘personnel’ relates to the employees of a business. It’s also not usual to refer to a friend as being of a particular ‘quality’ in that way. In 2b ‘quality’ is uncountable so the definite article should not be used before it.

I would still have to make an educated guess at who ‘you’ is, which message is ‘the above’ or which ‘poster’. You might want to consider using names.
However, in applying my educated guess, I would say you are right. Your message #2 was not posted when I opened Allifathima’s message so I didn’t see it until after I had made my post.
