You misunderstand me. It is the ‘supposed to have’ in the first example above which indicates that you should so it now if you haven’t already done so. ‘Supposed’ doesn’t give any indication of time.
There is no indication of how soon you have to sign and send the letter in this sentence. Only that it should not be done before payment has been received.
Could you please let me know if you received the Offer Letter?

Now in this situation I need to answer to confirm that I receive it through e-mail on 26 April 2011; I already know when to sign and send it back to him/her for example before June (it should be done together signing the letter and making payment ) but it has been delayed due to some problem and postponed to later date , I want to explain him/her why it has been delayed so do I need to use “ I am supposed to …… “ and emphasize that I know its procedure rather I want to tell him/her that I didn’t forget it

However a delay in the return of the documentation has been caused by … I hope that this unfortunate but necessary postponement is acceptable to you. I can assure you that I will sign the letter and return it along with a copy of the Receipt of Payment at the earliest possible opportunity.
