1- What does “to” mean in this sentence?

And then I get off 11B at the airline office.

2- What does “at” mean in this sentence?

Does it mean “near”?

To is your destination on the first 7C bus. You take the bus as far as Front Street and get off the bus. Then you get on the 11B bus.

“Transfer” means that you do not pay again for the second bus. You only pay once for the first bus.

At the airline office means the bus will stop in front of the airline office, or very close to it.

To me, it appears as follows:
The man wants to confirm that he catches 7C and leaves for Front Street, and then he catches11B and leaves for the airline office which is his ultimate destination.
To’ means ‘leave for’, and ‘at’ means ‘the exact point’ of destination (the airline office) where he will be dropped.

To put it plainly:

‘To’ rerfers to direction, the way to.
‘At’ refers to place

In fact, ‘to Front Street’ is an adverbial of direction and at ‘the airline office’ an adverbial of place.
