what is the difference? Is there a rule that can tell me when to use spend or spent?
Try using "can"or “have” before both in a sentence. The difference will be obvious.
“Can you spend pesetas here?” Correct.
“Can you spent pesetas here?” Incorrect.
“Have you spent your money?” Correct.
“Have you spend your money?” Incorrect.

The Infinitive - to spend, Past Indefinite - spent, Participle II - spent
So for Present Simple. The formula of this tense - V(virb) or V+s (for he,she,it)
eg, I always spend my holidays in the country. He always spends his holiday in the country.
Past Simple (Indefinite)The formula - V (Past Indefinite for irregular virbs) or V+ed(for regular virbs)
eg, I spent my holidays in the country last year. He spent his holidays last year.
