A: Pretty good.
B: Good for you.
A: When did you start going to PCC?
B: This is my second year. How about you?
A: I only got here this year. ←

1- What does “got” mean here?
(So, what does “I only got here this year” mean?)

“Arrived” is a good synonym for “got here”.
I only arrived this year.

This is a weird way of saying it though. I think “This is my first year.” is more natural.

B: This is my second year.
A: This is my first year year.

I would say ‘I got here only this year’.
The adverb ONLY may be placed just before the word to be restricted or emphasized.
And, it means ‘It was this year that I came here.’
