If government officials confiscated your passport, kept it for a while, and then finally gave it back to you, for example, then I suppose you could possibly say “They released my passport (to me)”.

Is that the sort of thing you were thinking of?

I think like this:

Sentence 1 - You tried to get your passport released from some one. I mean you influenced/tried to take/get released your passport from them. The Authority is not with you.

  1. On your own, (the Authority is with you) you did it.

I mean, I have no passport so i am going to have it for the first time

The word “release” is not appropriate in this case.
You can say things such as this, for example:

  • I got a passport.
  • I applied for a passport (and I will get it in about a week).
    .
