These two sentences are on present simple. They depend on how u talk and the time of your context. If the time is in the past, then you should say this:

  1. I thought he had more to say about the issue.
  2. She could have more to say on this.

And if the time is in the future, then you should say this:

  1. I think he will have more to say about the issue.
  2. She might be able to say more on this.

#1 and #2 are fine.
You cannot use #3 with ‘now’, but without ‘now’, the sentence means that you do not have the copy now.
