how to read numbers

When Steve Jobs read numbers, like $499, he often read in this way: four ninety nine (without “dollars”).

Then I have some question:

  1. Is it a common way to read it?
  2. Can I put “dollars” after numbers? Four ninety nine dollars even though he reads “four ninety nine”

One more question.
He reads 0.76 as just “point seven six”. Is it okay to read without “zero” at first? I’m curious. We don’t read that way in Korea, actually.
