I use these constructions thinking that I’m intuitively right. But am I right?

  • He is believed to be involved in the scandal. (Present meaning, people believe that he is involved, but - unable to verify with certainty.)
  • He is believed to have been involved in the scandal. (Present meaning, people believe he was involved, but are still unable to verify with with certainty or proof )
  • He was believed to be involved in the scandal (Past meaning, at some time in the past people believed he was involved - but also unable to verify with certainty or proof)
  • He was believed to have been involved in the scandal (Past meaning at some time in the past people believed that he was involved - again also without certainty or proof.)

Is my intuïtion correct? What do you say?
