If the meaning is that he has acquired this expertise because he is the founder, then it can be considered correct.

If you ignore/omit, the subordinate clause ’ where …’ the present perfect is fine. If you’re not happy with the proximity of past simple and present perfect simple, you could change the order - start with: He has acquired …as founder of CC, where he first worked …
