Let me quote an example.

She is known to be a stingy person
vs.
She has known to be a stingy person

Is there any difference?

She has BEEN known to be stingy in the past, but she is a very generous person nowadays.

Is the sentence above in passive form while the one below in active form?

Can I say Sentence A is implying that She has been known by everyone that she is stingy while Sentence B is telling us about her “state” instead of her being stingy for a time period?
