    Which sentence is most meaningful?

3 is incorrect.
The first two are both fine.

Can I re-write #3 as : " If you don’t like it then it is hard luck to you." ?

You might get away with it, but it wouldn’t really be considered good English.
‘…hard luck on you’ would be a little more acceptable.
