Handover vs takeover

Hi, currently the news is talking about the handover of Iraq. What is the difference between a handover and a takeover?

I’ve heard that someone says handover also means someone gets drunk after drinking a lot of alcohols. It’s a kind of an oral language. Am I right? I just want to make sure if I usnderstand it right.
