graning vs. diversion period

hello,
here is the sentence: They spelt out conditions that needs to be fulfilled before the graning of a 120-minute diversion period, which is sufficient for direct transatlantic flights.

what dose ‘graning’ and ‘diversion period’ mean?

Thank you for your help

.
It should read ‘granting’ (= giving, permitting).
Diversion period = flying time from an adequate airport.
