What time does the program start? I believe, that is how it should be; as it is scheduled,therefore, Present Simple is required.

The program is usually scheduled in advance, so it appears on TV as planned, therefore you normally ask “what time does it start?”(Present Simple)
When you say “what time will it start?”, it is related to the future. So, you can ask" What time will it start tomorrow?"(Future Simple)
What time does it start?-present. Planned,scheduled action.
What time will it start tomorrow?- Future
