Because the original sentence doesn’t fit in a line, I want to use numbers instead of letters.

I like “two to three” better.

In general it’s better to spell out single digit numbers. It’s not really about the number of digits though. It’s about the number of words needed to spell it out. If spelling it requires three or more words, use numerals. Some people use numerals for two word numbers.

Yes, figures from 01 to 09 are most usually written in words.

It’s better to write the following:

From 14:00 to 15:00. Writing the hours in full might be completely misunderstood entirely. This version leaves no room for misinterpretation.
