You need ‘complaining’ here because it’s followed by the preposition ‘about’.

For goodness sake stop complaining about the weather! It’ll stop raining soon.

As for criticizing, it doesn’t work because you can only criticize people or their decisions and actions, not circumstances such as the weather. Talking of the weather and about climate, it’s high time we took some action against global warming and climate change.
