What does “eye in the sky” mean?

It must be a metaphor…meaning the one who can see anything? Particularly here, the traffic, presumably!
Any expertise please!

WJAM is the name of a radio station. This is a traffic report from a helicopter which is relayed over the radio.

The ‘eye in the skyu’ is a metaphor which relates to the fact that the reported is hovering over the town looking down.
