Expression: "Flashing the headlights of a car..."

Hi

Some hoodlums flash the headlights of a car in people’s eyes to irritate them i.e turn them off and on very quickly.

So, would you say flashing headlights is a correct and natural expresssion?

Usually, you flash your headlights; the “car” is implicit. (Flashing headlights" is fine.)
