Could anybody tell me which is right?

Just as you would say “every dog”, “every room”, and “everybody”, you also need the singular noun (as well as the singular form of the verb) in your example:

  • Does every English person have … ?

The word “all” can be combined with “people”, and would thus need the plural form of the verb:

  • Do all English people have … ?
