I daresay the subject was supposed to be “anybody”, it’s just been misplaced.
As in: hardly anyone dares not to complete…

Clearly ‘anyone’ is the subject but there are problems with the sentence. ‘Dare’ is a strange verb because it behaves like a modal in the third person singular when used in negative or question sentences and it also takes a plain infinitive without ‘to’. With that in mind we need:
Hardly dare anyone not complete their homework on time.
