Does 'on an urgent basis' have the same meaning as 'urgently'?

Does ‘on an urgent basis’ have the same meaning as ‘urgently’?

Thanks.

You don’t say “on an urgent basis” but just “urgently”. You use the word basis only in combination with adjectives like ‘frequent’ or 'regular as in “on a regular/frequent basis”.
