If you don’t use the article, I suggest capitalizing:
I wish you a happy birthday.
I wish you Happy Birthday.

That’s more common with the article as you have written it, but it is also correct without the article.
Wishing you a happy birthday-- this is isn’t a complete sentence (nor was the original). As greeting card text it is common.
