I think, the following questions are used to ask about a recommendation (advice) to do something in the present or future.
Eg
What should I do to learn English?
Where should we go to eat tonight?
Should she see a doctor?
Should I talk to my boss tomorrow?

Are the following ones also expressing a recommendation to do something in the present or future?
What time should we arrive at your house?
How should she go to the doctor?
When should he finish his reports?
Should I phone you tomorrow?
