I want to know the differences between the American English and the British English and what is the most perfect and the easiest for non native speakers ???

Could ‘comport’ be substituted with ‘comply’ here? ( And in British English, you will encounter many words like sceptic where we in the US have changed the spelling to skeptic to comply with the rule.)

“Comply” is much more common.
You could also say “conform to the rule”.
