“Shudder the thought” should be “Shudder at the thought” shudder= shiver from fear. The thought does not shudder, but the man does, when thinking of such a thing.

‘Shudder’ would be the preferred choice. It is used in this kind of sentence: I shudder to think what will happen if the brakes on my car fail. ‘Shutter’ is something that opens and shuts on for example a camera. Another expression that is similar to that is ‘Perish the thought’. They both have this sense of expressing horror at the idea of something unpleasant happening.
