“pertaining with” is unusual to the point of being incorrect. It should be “pertaining to”.
“related with” is sometimes used, but “related to” is far more common and is usually the natural choice.

I looked at your question earlier but I could not think of a very helpful or comprehensive answer so I did not reply.
When forming noun phrases such as “matters pertaining/relating to the economy”, “regulations pertaining/relating to storage of firearms”, etc., the expressions “pertaining to” and “relating to” are pretty similar in meaning and usage. “pertaining to” seems a slightly more focused expression to me. It may be possible to use “related to” in these cases too, though it may not be such a good fit, depending on exact context.
