I have never (ever) seen an animal as big as that.
By the way Anglophile, I would not use a capital ‘A’ in the greeting: Good afternoon. And the final tag for me would be: won’t you?

To add to what has already been said, your original phrase “… I have seen, ever.” is also possible, so should not have been discounted earlier.
That is the smallest woman I have seen, ever. (I have never seen a smaller woman.)
You are correct that ‘ever’ would equate to ‘not at any time’.

‘Would’ is a modal verb and I’m sure you know it has a great many uses. Here I wcould have left it out and just said:
“You are correct that ‘ever’ equates to ‘not at any time’.” I used would because it refers to an imaginary scenario:
If you were to say this then you would be correct that it means that.

They both mean the same thing, but the second emphasises the fact that it is higher than it has been before.
The cost of gas is higher than ever.(= The cost of gas has never been higher than before). The cost of gas is higher than it has ever been.(=The cost of gas has never ever been higher)
