I am wondering whether you are referring to the word ‘damper’. This is a device like a metal plate that stops a machine from vibrating. In a figurative sense as in ‘put a damper on things’ it means that you are making something less exciting or cheerful. You would use this in conversation if you started criticizing something that another person was very excited about.
