Both these can have a literal and a figurative meaning. ‘Cut out’ can describe what you do if you remove a picture from a newspaper by cutting it out. ‘Cut it out’ can be used as an expression when you tell somebody to stop doing something that is unpleasant or which is annoying you. ‘Cut off’ can mean removing a piece from something to make it shorter as when you saw the end off the branch of a tree. Describing someone as 'cut off from society suggests that they have no contact with the people around them.
