It’s not that prescriptive.
Children are discouraged from using block uppercase letters at all and from using block lowercase letters as soon as possible. They move on to a joined up style, but it doesn’t have to be a traditional cursive style. Once they are writing in a joined up style, learners tend to individualise their writing, so by the time learners are in their teens, they have their own form of writing.
