"I have been advised that you will be my friend. "
I think the 1 is correct because sentence sounds passive. If so, for making the sentence to active state is it correct to say “I advised you will be my friend” ?
I think He/She has advised me to choose you as my friend is better than yours. Anyway, I don’t think using present perfect tense here seems not really good.

Someone else has told me that you will be my friend.
“I have been advised that you would be a good friend.” =
Someone else has told me that you would be a good friend for me to choose.
Advice always comes from someone else. You cannot advise yourself.
“I choose you as my friend.” =
I have chosen you as a friend myself.
