Conditional? (an institute of learning where I could wear)

Is this sentence correct if I am currently at the “institute of learning” already, and there is no dress code (both conditions are true)?

“Coming to an institute of learning where I could wear jeans to class everyday was a little shocking considering I attended a Catholic high school that required a dress code consisting of khaki pants and polo shirts.”

I am unsure of the verb tenses, and I was unable to find any clear direction or rules on the Internet:
Should the “could” be “can”?
Should the “was” be “is”?
Should the “required” be in the past tense since that high school still does require that dress code?

Hi there,

It depends on whether you talking about your feelings now, today, or how you felt on the first day when you arrived.

If you are talking about now, you use the present “…can wear …is shocking” with the simple past “…attended”

If you are talking about the day you arrived you should use the past tense: “… could … was…”, with the plu-perfect tense: " …I HAD attended…"
