    Which sentence is correct?

According to me, in the case of an entity with constituent units, the phrase ‘composed of’ is used with a form of the ‘be’ verb only in the passive voice.

So, here, ‘Traditional decorations consist of greenery’ would be better.

The second sentence is not correct.
