It is a pun on “Court and Social”, which is a traditional title for formal announcements about the activities of the royal family, nobility and other eminent people. I’m guessing that “caught” is also supposed to have the literal meaning of the stories being “caught” (i.e. observed by the reporter), and/or people being “caught” in the sitations described. The main motivation is to make the pun though.
