Can you help me to find a synonym? When they say X, they mean “chains.”’

The phrase is: ‘When they say X, they mean “chains.”’
X should mean safety, security, protection. The problem is, none of these words fits the meter. I need a 3-sillabled word with the 1st syllable stressed. Any suggestions?

How about ‘insurance’? It has a three syllables and lots of American stress the first syllable ‘in’.

Thanks, but I think “insurance” is associated with insurance companies, not with the policy of depriving people of their rights and freedom because of some real or exaggerated threats.
