so, answer is that yes if you have money, you can buy IELTS certificate illegally, well technically it is all there in their system and the irony is that neither idp nor British council can cancel your results(of course until you are caught), because it is all available in their system under your name and passport.

Technically and theoretically you can all do kinds of illegal stuff such as committing credit card fraud, stealing data and money, manipulating documents and databases, selling drugs and even killing people. The question is do you really want to be this type of person? If you are thinking of buying an IELTS certificate, why not buy the United Kingdom as a whole so you can be the king 
and create a little ielts of your own kind?

How foolish of you to even think of this. By the way, should you ever consider buying such a certificate and use it, people will eventually notice how good or is it how bad your skills of the English language are. Indeed, buy the entire United Kingdom, including all the Commonwealth realms.
