No, use ‘has waged’, because of the on-going war/ situation. It’s still going on, so once again use ‘has waged’. The sentence is good as it is.

In my view, it should.
This area has already suffered massive population decline since Russia waged its brutal war on Ukraine.
Past simple is better.
