Yes, it should be “one”.
“Part” should not be used that way.
Also, I don’t like mixing numerals with the words for numbers. I prefer:
…is one of the sixteen…
…is 1 of 16…
is also acceptable, but I prefer words for small numbers.
My intuïtion tells me it should indeed be ‘one’. It sound more natural that ‘part’. So, yes, I agree with NN.
