Can "one" substitute for "part" in the above sentence?

Can “one” substitute for “part” in the above sentence?

Yes, it should be “one”.

“Part” should not be used that way.

Also, I don’t like mixing numerals with the words for numbers. I prefer:

…is one of the sixteen…

…is 1 of 16…
is also acceptable, but I prefer words for small numbers.

My intuïtion tells me it should indeed be ‘one’. It sound more natural that ‘part’. So, yes, I agree with NN.
